When a customer’s Photo Code fails on GOV.UK — shop playbook

A shop-floor playbook for when a UK passport Photo Code fails on GOV.UK — 60-second checks, when to re-issue, and how to prevent the next Saturday call.

Someone is back at the till, phone in hand: the form will not take the code. This is a shop playbook, not another applicant troubleshooting essay. Stay calm, run the same sixty seconds every time, and do not send a paying customer to the free personal tool on this site.

You are an independent shop. A failed code is not proof that GOV.UK “has you on a list,” and a new code is not a guarantee that HM Passport Office will accept the photo.

60-second checks

Do these in order, with the slip in front of you:

  1. Are they on the UK passport form, using a Photo Code field? People paste codes into the file-upload box, into a visa site, or into a password manager.
  2. Character for character. Read the slip aloud. 0/O, 1/I, extra space, missing letter, a letter from the shop postcode mixed in.
  3. Is this yesterday’s code? Confirm the slip date and that they did not pick up a partner’s receipt.
  4. Has the code expired or already been used in a way your process does not allow? Say what you know. Do not invent HMPO policy.
  5. Can you still see the job in the studio workspace? If the image looks wrong (glare, crop, the wrong person), do not argue with the form — reshoot.

If the code on the slip is clear and the job looks fine, ask them to type it again while you watch — or type it into the form they are logged into, with their permission, without photographing their other details.

This is not a guide to bypassing GOV.UK checks or “fixing” a government error. It is a till sequence so you do not guess.

Re-issue policy (write this down)

Decide before Saturday, and put it on a card in the drawer:

  • Re-issue free if the slip was unreadable, you issued the wrong job, or your photo was clearly at fault (glare you missed, shadow, cropped head).
  • New sitting at the current package price if they want a different expression, a new haircut, or a second try after HMPO asked for a new photo that was not your lighting.
  • Prints only if you cannot issue a code today (line down, workspace down). Charge the print-only price. Do not send them to a consumer website and call it your service.
  • No “HMPO rejected us so here’s a refund” unless that is a written shop policy. Automated checks and codes are not acceptance.

Say the rule once. Do not negotiate a new policy in the queue.

Prevent the next one

Most failures are prevented at handoff, not in a settings menu:

Do not add a second unofficial code path “just in case.” Two systems mean nobody knows which slip is live.

What staff must not say

  • “GOV.UK is wrong, ours is official”
  • “This code guarantees it will pass”
  • “Use the free website — it’s the same thing”
  • “Just upload any file, the code doesn’t matter”

If the customer needs official help with the form, point them at GOV.UK guidance. You can still own the photo job.
